Kavieng Surf Breaks
Surfers interested surfing at Kavieng are required to book their tours well in advance (6-12 months). There are 9 surf breaks available within the Kavieng Surf Management Plan. Pikinini | Extremely fast, heavy barrelling, very shallow right-hand coral reef break. Given the right conditions and swell direction, waves can peel for up to 200m. Works best on a low to mid-tide, with a west to north-west swell direction. A mini Kirra. Reef boots are a must |
Nusa Lefts | Situated across the harbour from Pikinini, Nusa Left is a fast breaking, very reliable barrelling left-hander that jacks up out of deep water, with a very shallow end section. It works best on mid to low-tide with a westerly swell direction and an easterly wind. Keep an eye on the outside bomby, as this can also be ridden on the right conditions |
Nago Island | This picturesque little island has both a left and right-hander. The left-hander is a bit of a wave magnet and very consistent. A great hotdog, fun wave that has a nice tubing inside wall section. Likes low to mid-tide as it can be a bit fat and break too close to the inside ledge on high tide. It does not like too much swell, but can still be fun on a light onshore. This is one of the most surfed breaks in the area. The right-hander on the other side of the island has a very fast, long wall. It likes a mid to low tide, is a little inconsistent, but a great ride when it‚s on. Keep an eye on this break when the swell comes up. |
Edmago Island | Edmago is a smaller island situated South West of Nago, in between Nago and Ral. It has a very good quality left-hander, given the right swell and wind direction and is best at mid-tide. The right-hander is also best at mid-tide and can pick up more swell than the left |
Long Longs | A right-hander, good on a big swell. Works best on a mid-tide with a north wind. Long Long is a more forgiving wave than most of the other reef breaks. The water is deeper and long rides, with a nice wall, ending with a hollow bowl section can be had. Good for long boards and mid size fish fun boards and twin fins. |
Ral Island | A small, uninhabited island situated further out to sea. A great place to go if there is no swell anywhere else, Ral attracts more swell than the other breaks in the region. Best surfed on small, clean swells, the right-hander can at times be peaky like a beach break, and sometimes can line up like a point break. The left is not as consistent as the right, but worth checking. Both waves pack a bit of punch once the wave height gets bigger. Ral can also handle more surfers than most of the other breaks. |
Rubio Breaks | Surf spots range from mellow longboard waves to fast and hollow reef passes. There are both rights and lefts and are open to many swell directions. Boats and vehicles are available to take board riders out to the many excellent breaks on the offshore islands or along the coast. 10 surfers is the maximum number of board riders accommodated at one time eliminating overcrowding of surf breaks. We have discovered many previously unknown surf breaks in hidden locations. |
Dalom Breaks | Dalom has a good, consistent break right at our beach. Since it is a river mouth, it is easy to paddle out and ride in. The break is a fast hollow right, breaking over the reef onto a sand bar. When the swell is a little bit more out of the North the left starts to work but it ends over very shallow reef. The water on the inside section is quite cold as it is coming out of a stream. It is best on a medium to high tide due to the inside section being quite shallow. On a big swell you can surf at low tide because it breaks further out. There are other good breaks within walking distance and a 10-minute drive brings you to another excellent break. Here you have to walk down a steep hill to the ocean. |

2003 - 2006 Kavieng Surf Area Management Plan
1. KAVIENG SURF AREA
Please see attachment 1 for copy of Kavieng “Surf Area Map” under the Management Plan – these are Mongol Point, Nusa Island, Nusalik Island, Nago Island, Edmago Island and Ral Island.
Surf breaks north / east of Mongol point (i.e. new Ireland east coast) and south / west of Ral Is. (i.e. Nusalomon Is. and beyond) are outside the managed area and free for anyone to access at any time.
2. FEES
Fees payable for the 06/07 surf season (1st November to 30th April) are AU$25 per person or JPN Yen 2000 per person once only fee and AU$10pp per day / JPN Yen 400 pp per day fee both payable directly to the KSC. The once off fee is remitted to the PNGSA, for national and provincial club / sport development. Daily fee is retained by the local Kavieng Surf Club for payment to traditional resource owners for access to their reefs, with any residual being retained by KSC for development of the sport on a local scale.
Both the above fees have been set with reference to existing arrangements for surfers traveling to Vanimo, PNGSA and main inbound surf tour agents input.
The above fees are to be quoted separate to accommodation facility package deals as they are a separate issue. These fees are to be paid to whatever accommodation facility clients may be staying (when paying for accommodation etc) with, the accommodation facility will remit to KSC with bookings reconciliation.

3. NUMBERS / SURFER PAX LIMIT
The maximum number of surfers permitted to be in the Managed Surf Area at any one time this season is set at 20PAX. This number has been determined and nominated as the most appropriate maximum number of visiting surfers at any one time for the local Kavieng Surf Area. It may be the case that the maximum number limit may run over for a day or two here and there as groups come and go in relation to flights.
KSC can / will provide regular monthly booking schedules for booking space reference.
4. BOOKING PROCEDURES (& general info)
All agents etc. are required to check surfer space availability with KSC (via their respective accommodation facility) when making booking requests to accommodation facilities for surfers. All agents are to specifically enquire with guests traveling during the surf season months (as per above) if they are intending on surfing the local area – if so they are required to fit in with regulated area number restrictions and pay associated fees as prescribed above.
Once space availability has been confirmed by KSC for a surfer, the booking agent or accommodation facility is required to make a non-refundable deposit This deposit can be reallocated to another surfer guest at later date in the event of booking cancellation. The deposit amount is the once only fee and must be received by KSC before surf booking can be 100% confirmed and locked in. KSC understands that this will be viewed negatively by some, however feels this deposit / booking arrangement is required to help ensure real / firm surf bookings - otherwise tentative and potential ghost bookings will be made that may cancel or not materialize, compromising real bookings and the Management Plan intentions.
Payments to KSC
• Deposit amount/s to confirm and lock in booking/s – AU$25 / Y2000
• Daily fees balance of AU$10 / Y800 per surf day when guest accommodation payments remitted.
KSC understands it is not practical for agents to make the deposit payments for small amounts to KSC and therefore proposes that initial payments can be made to the respective accommodation facilities - they will pay the deposit to hold the space on behalf of their client/s. This deposit can repaid to the accommodation facility when the surfer package payment is made. - i.e. agents to remit the once only fee to the accommodation facility for refund of the initial deposit made on behalf of their client/s to KSC.
5. Additional Points -
* KSC has exclusive agreements with traditional resource owners for the above-mentioned islands and reefs for surfing.
* All surfers wanting to surf in the Managed Area have to pre-book and prepay all surf days in concurrent dates - so numbers can be managed, monitored and controlled.
* All surfers to be issued with a surf voucher (confirming fee payments) from travel agent – copies to be given to accommodation facilities, then passed onto KSC for reconciliation against booking records.
* Any surfers (independent or otherwise) arriving and not pre-booked for Local Surf Area should be advised by the accommodation facility regarding local area surf access arrangements. If local area not at maximum capacity then they have option to pay fees accordingly, or if full, then wait until free surf space is available.
* KSC club members will monitor local area breaks and numbers to ensure plan is being adhered to.
* The Management Plan does not include local surfers.

Central New Ireland Surf Club - Management Plan
The Central New Ireland Surf Club in cooperation with the New Ireland Surf Alliance and the Surfing Association of Papua New Guinea has established the Central New Ireland Surf Management Plan to benefit both the incoming surf tourist and the traditional resource owners.
The plan ensures the incoming surf tourist that there will only be a maximum of 20 international surfers at any time surfing within the managed area. The plan ensures the traditional resource owners that there are real benefits from tourism flowing into their communities. The plan also ensures that surf tourism is sustainable in our region.
The Central New Ireland Surf Management Plan is one of four surf management plans in New Ireland Province. It covers the central north-east coast and some of the east coast islands. The fees that are generated through the plan are distributed to the communities to be used for community projects and some of the ongoing needs of the communities such as school supplies and aid post supplies. A portion of the fees are also used to help develop surfing as a sport at the village level. This sustainable style of managing the surf resource benefits all involved.
